CE certification is a basic safety requirement that products shall not endanger humans, animals or goods. It is not a general quality requirement. While the general directive sets out standard requirements for products, the coordination directive only specifies the main safety requirements. Therefore, the CE mark is a mark of safety conformance, but not a mark of quality conformance. It is the main requirement and constitutes the core of the European directive.
